Общественное объединение "Белорусский литературный союз "Полоцкая ветвь" создано 18 ноября 1994 на Учредительном съезде и зарегистрировано Министерством юстиции РБ в феврале 1995, Перерегистрировано 06.08.1999 /№00310/. Председателем литсоюза избран А. М. Раткевич, заместителем -О. Н. Зайцев.
Членами литературного союза являются поэты, прозаики, драматурги, переводчики, литературные критики и литературоведы из всех областей республики.
Основными целями организации являются: содействие развитию и обогащению национальной культуры, пропаганде литературного творчества своих членов в обществе; выявление и объединение литературно одаренных личностей, совершенствование их профессионального мастерства. В числе задач литсоюза: содействие выпуску художественной и художественно-публицистической литературы; переводу произведений своих членов на другие языки; помощь в реализации прав и законных интересов членов организации; охрана их творческого наследия; развитие взаимоотношений с другими творческими объединениями; поддержка творческого самовыражения.

Ежеквартально проводятся заседания Совета литсоюза, на котором рассматриваются и решаются творческие вопросы как внутреннего, так и республиканского значения. Дважды в год в городах Беларуси литсоюз организовывает и проводит творческие семинары по проблемам стихосложения и прозы.
В июне 1996 года Беллитсоюз начал издавать специализированную газету "Вестник культуры", на базе которой в 2001 году образовано учреждение "Редакция газеты "Вестник культуры".

С июля 2000 года издаётся альманах "Катарсизм", провозглашающий новое литературное направление, по проблемам которого в ноябре 2001 в Полоцке прошла творческая конференция.
Literary movement Catharsism was proclaimed in April, 1989. The same year the newspaper "Polotsky vestnik" published the first catharsism Manifesto (16. 09. 89), in which the original expressive drafts were made partially clearing up the entity of the proclaimed movement. ("... the poet's power is not in the degree of then-likeness, but in the degree of their originality.", "... that, which divides us, will unite us").
The further development catharsism found in the collective book of poetry "Povorot" (1993, Polotsk), where in the introductory article some elements of the new literary movement were stated and its essence was formulated.
The other, philosophical point of view on the problem of catharsism is shown in the Second catharsism Manifesto (16. 08. 98). There as the literary terminological units the notion of preimage in proposed, which accomplishes the catharsis function of the movement. ("'... catharsism is the continually preimaging renewal of the Ideal".)
As any literary movement, catharsism has its fundamental theoretical basics: tragedization of ethos (morals and manners, customs), emphasizing of pathos, renewal (evolution) of the artistic speech. Nevertheless these principles are not dogmatic and assume their perfection in the way of catharsism as well as their modification in the form of other movements and tendencies.
Exactly to the such interpretation of catharsism the first volume almanac of the same name (01. 07. 2000) predisposes the reader. "Catharsism" for the first time gathered all existing for that moment theoretical materials of the movement. But not only that. The practical part of the almanac reflects the new comprehension of the creative work in poetry and prose of the catharsism creators.
However, the acme of this edition became the Third catharsism Manifesto. The manifesto structure is notable for its compactness. The base is the well-organized tetraptich of catharsism ideals, each part of which consists of four theses. The completion of the manifesto is the definition of catharsism, which is based on all the theses. The same way the paralle to the first and second catharsism Manifesto is used: the last thesis is the link of the movement's evolution straight-line. (... catharsism is the poetic filtration of the creative thinking).
Taking into account the dynamism of any arousing phenomenon and its ability of absorbing new ideas, we should note, that catharsism will possibly reflect this process.
